Under general supervision, performs a variety of complex professional, technical, and analytical duties in support of the City's human resources programs.

Manage and supervise the Human Resources Division: develop, revise and administer personnel policies and procedures; assure compliance with Federal, State and City laws and personnel regulations; consult with and provide advice to supervisors and department heads  regarding human resources polices, procedures, and practices; interpret provisions of current memoranda of understanding; may conduct investigations of discrimination, harassment, and/or misconduct; assists departments in the implementation of disciplinary and/or termination procedures; conduct recruitment and selection activities to ensure City-wide consistency and job-related screening methods; administer classification and compensation plan; conduct job classification analysis, develop or revise classification specifications; prepare written reports and other documentation as related to work assignments; coordinate employee programs, including CalPERS retirement, employee benefits, employee recognition, and workers' compensation program;  serves  on  the City's negotiating team; supervises staff; provide staff support to the City Manager, Deputy City Manager and City Council, as appropriate; perform various related duties as required.

A Bachelor's degree in public administration, personnel management, industrial relations, business administration or related field and four (4) years of recent, full-time progressively responsible public human resources professional experience in the areas of classification and compensation, recruitment and selection, employee benefit administration, including workers' compensation and OSHA compliance; labor and employee relations; employee development and training; and other human resource functions or an equivalent combination of training and experience which provides the required skills, knowledge and abilities, i.e. a Master's degree may offset one (1) year of the required experience.One year supervisory experience is highly desirable.
