The City of Oceanside is accepting applications for the position of Senior Human Resources Analyst. There is currently one vacancy in the Human Resources Department - Employee Benefits Section.
The Senior Human Resources Analyst will be responsible for maintaining and overseeing the City's employee benefits program; managing employee leaves; and other Human Resources related duties as assigned.

The Senior Human Resources Analyst will be overseeing and coordinating the City's employee benefits program (Health, Dental, Vision, COBRA compliance, CalPERS retirement benefits); analyzing benefit plans for cost effectiveness and benefit optimization; monitoring and ensuring compliance in benefit programs; writing benefit policies; working with contracted broker, negotiating with providers and serving as liaison between providers and the City; developing operating procedures for effective processing of benefit programs; counseling employees regarding benefits; developing and coordinating employee incentive and motivation programs; conducting new employee benefit orientation; monitoring leave of absence program; ensuring CFRA/FMLA/PDA/ADA compliance and developing related policies and procedures; and processing unemployment claims.
Qualified applicants must possess four years of increasingly responsible professional and administrative, analytical work equivalent to the level of a Human Resources Analyst II AND a Bachelor's degree from an accredited college or university in personnel/human resources, public administration, economics, business administration or a related discipline.
Direct experience in the administration of Employee Benefits and a Master's Degree are highly desirable.
