The Contra Costa County Public Works Department is seeking qualified individuals to fill one Stormwater Pollution Control Manager position in Martinez, California. The Stormwater Pollution Control Manager is assigned to provide administrative support to The Contra Costa County Clean Water Program (CCCWP). The CCCWP is a countywide organization consisting of twenty-one municipalities, including Contra Costa County and its nineteen cities and towns, and the Contra Costa County Flood Control and Water Conservation District. The program’s decision-making body is the Contra Costa County Clean Water Management Committee.
Direction is received from the Supervising Civil Engineer and the Contra Costa Clean Water Program Management Committee’s representatives. The incumbent assigned to this position will be responsible for designing, developing and managing a countywide program to regulate the discharge of non-point source storm water pollutants and ensuring that all affected municipalities satisfy mandated legal requirements. The Stormwater Pollution Control Manager will provide direction and supervision to six program staff and manages the work of three consultants assigned to the program. The incumbent will serve as coordinator and facilitator between other agencies, policy makers, the public, professional/technical staff and the public.
The employment list established by this examination may remain in effect for twelve (12) months.
MINIMUM QUALIFICATIONS
Licenses Required: Possession of a valid California motor vehicle operator’s license. Out of state valid motor vehicle operator’s license will be accepted during the application process.
Education: Possession of a bachelor’s degree from an accredited college or university with a major in Business Administration, Public Administration, Urban or Regional Planning, or a closely related field.
Experience: Six (6) years of full-time or its equivalent public agency program management experience in capital improvements, utilities, land use planning or a related area.
Substitution: One (1) additional year of qualifying experience may be substituted for the required academic major.

- Application Evaluation: Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination.
- Oral Interview: An oral interview will be conducted by a Qualifications Appraisal Board in Martinez, CA. The Board will evaluate candidates in job-related areas. Candidates must receive a rating of at least 70 from a majority of the Board members to be ranked on the employment list (Weighted 100%)
