Wellman is taking over for Josh Pinheiro, who was terminated in a divided vote by the city council last month.
Rita Fernandez will serve as executive director.
For the past three months, Darrell George has served as El Segundo’s interim city manager. But as of July 1, he has dropped the “interim” title.
Pasadena has selected Miguel Márquez as its next city manager.
“I am absolutely appalled and embarrassed” one member said.

The Orange County cities of Westminster and Fountain Valley both hired new city managers this month.
Riverside Fire Chief Michael Moore will serve as Interim City Manager while the city searches for a permanent replacement for Al Zelinka.
St. Helena has selected Richmond’s Deputy City Manager Anil Comelo as its next chief administrator.
