San Leandro’s Jeffrey Kay Appointed City Manager of Healdsburg

The Healdsburg City Council appointed a new top administrator on Monday. The job went to Jeffrey Kay, who has held the same position in San Leandro since 2018. Kay will take over on Jan. 1.
