9th Circuit Nixes Order to House All of Skid Row This Fall

A three-judge panel for the U.S. 9th Circuit Court of Appeals has overturned a ruling by U.S. District Judge David O. Carter that would have required Los Angeles to provide shelter to the entire population of Skid Row by October 18.

“Los Angeles has lost its parks, beaches, schools, sidewalks, and highway systems due to the inaction of city and county officials who have left our homeless citizens with no other place to turn," a federal judge said.
