Los Angeles and San Francisco have made the list once again, but their rankings improved since last year.

Some experts worry a common problem in Los Angeles could go nationwide.

Crowding is bad. Shouting is worse.

The effort was carried out by multiple law enforcement agencies, including the sheriff's departments of Los Angeles, Ventura, and San Luis Obispo counties. 

Crime doesn't pay. Except when it does. And then you get caught.

"We won’t be able to know the exact percentage it drove, but I would say closing outdoor dining certainly did not help and likely hindered efforts to avoid a surge," Dr. Monica Gandhi, infectious disease expert at UCSF, told SF Gate.
