City leaders hope the vote could blunt momentum for a Nov. 8 ballot measure that would allow up to two retail cannabis facilities in the city. That measure would also exclude cannabis delivery to the retailers selected by the city.

Some cities may not having standing to sue, the judge said.

The motion opens a new front in the battle over statewide deliveries.

Officials with the California Bureau of Cannabis Control have made a final decision on one of the most controversial issues involving commercial pot, much to the chagrin of the state’s cities and counties.
