The new policy was developed in collaboration between the police department and the city manager’s office following two high-profile incidents involving a city code inspector and a police officer.

Since 2016, at least 20 current or former police officials have filed complaints or lawsuits against Police Chief Sandra Spagnoli. That number could top 30 by the end of the year.
